Tearing in all games and instable fps in Xenoblade

1) NVIDIA Control Panel -> Manage 3D Settings -> Program Settings -> Dolphin.exe -> Vertical Sync = Use the 3D application setting
2) Enable "Vertical Sync" on Dolphin

That should fix the tearing.
