I'm playing Zelda SS with v4.1 using DX9. Game runs perfectly but I get screen tearing on the TV even with vsync on, doesn't happen with OpenGL, but it's slow. Doesn't happen on my PC monitor either, only on the TV output.

I've tried everything and read all the topics about it in this forum, nothing helped. Is it my low specs? If so then why doesn't it happen with OpenGL.

Maybe try enabling V-Sync from your video card driver.

Had no effect. Strangely the tearing only happens with Zelda SS and Zelda WW, not with Zelda TTP.

If your using HDMI to connect to the TV then check the Display settings
for I had this problem when playing games Via HDMI to my TV .

Also if your using a TV make sure you use "Game Mode" Option
on the TV.

I had this problem as well. I have a AMD Radeon GPU and forcing Vsync with Radeonpro helped:

Also, try setting framelimit to auto in Dolphin.

Yes I'm using HDMI, and had checked and changed the display settings, and setting the Sony Bravia TV to Game mode, but that just changes the colors.

Are you using an Aero desktop theme? If not, try switching to one and see if it makes a difference.

When playing games/PC on a TV you must always use game mode as it turns off Motion Smoothing, Noise Reduction, Dynamic Contrast(already handled by gpu) and causes input lag

Yea I'm using an Aero theme, I tried without it and no change.

I see, well my TV's game mode just changes the colors and brightness as far as i can see, has no effect on the tearing. Ye my display setting is set to 1080p @ 60fps.
