Sadly, I need to set Frame Skipping to 8 to get constant 60 VPS on the Synopsis screen (D3D11). The FPS is only 7 but it doesn't matter. However, in normal gameplay it isn't smooth.

The size of all letter textures is under 300 KB. It's surprising that they can cause this much slowdown. I'm about to give up.

Can you check your GPU load and RAM usage using MSI Afterburner?

I use GPU-Z. In the Synopsis screen, GPU Load is 0-14% and Memory Usage (Dedicated) is 289 MB. CPU usage goes up on the menu screens. I use Windows Resource Monitor to check it.

Maybe this is a bug of the game or an emulation bug. I don't know. But on menu screens it keeps creating textures non-stop. The speed of textures creating goes up like crazy in the Synopsis screen.

Just wanted to let some information here for you guys. I was trying to get my menus to work at 60fps with the textures, and I managed to get it done on DX11, 28FPS(58-59VPS) on DX9.

To do this, I resized the letters, numbers and special characters (! @ # $ etc) to 24x24 instead of 32x32. its not a proper fix, but the text still is much cleaner than the original, and the FPS stays up. My system can only emulate select games 100% (without texture packs), tales being on of them. So if you have a better setup than my Phenom II x4 955 BE @ 4ghz, 2GB Ram 1333 9-9-9, asus crosshair III formula, radeon hd 7770 1gb ghz edition,.... Give it a try and let me know your results if you dont mind.

Can someone either upload a pack without the letters, or list which files should be deleted exactly? I'm pretty sure I removed the letters from my folder, but it's still having absurd slowdowns in my game while in menus. Not sure if I forgot to remove something or whatever. Pretty sure I got everything. I suspect it's a few more files that I forgot, but they aren't exactly 'letters' per se. Seems more like buttons or borders for something.

The user folder that would be in dolphins directory in the past is in your documents folder now. From there, it's the same last time I checked.

I can only get these textured loading on very old builds. 4.0 and newer they won't work, not sure what's the reason.

I remember the huge impact in performance, but I have newer hardware (upgraded from Q6600 to 2600k).

EDIT: My folder name object was somehow different from the real folder name and looks like the object name takes precedence from the folder display name. I got that corrected and now texture loads correctly.
And the performance is still the same, frame rate drops from 60 to 20fps and auto stutters like hell. I haven't tried decreasing the texture sizes though.
