I can import it onto MemoryCardA.EUR.raw but the game itself doesn't read it, in fact I can make a second Symphonia save next to it.

Does anyone know how to solve this? I don't mind using a hex editor or getting a newer version of Dolphin than 4.02.

Use the latest dev build and the GCI folder option, this way you can use the .gci files without having to bring them into a memory card, just drop them in a folder.

Also make sure you're using the same region of save file and game

Where must I put the saves so the game can load it?

For the GCI folder, you need to run a game first so it can convert the cards (I think, it may auto convert the cards upon crossing GCI folder, but I'm not sure).
The GCI fFolder saves the GCI files to Documents\Dolphin Emulator\GC\EUR\Card A
