Tales of Symphonia 2 - can't start game

I hope this is the right place to put this:

I downloaded the iso for Tales of Symphonia Dawn of the New world and it starts up fine. Buttons work to skip the opening scene and when it says "press a + b" I am able to do that, but when it gets to the part where it says "New Game, Load, Options," I can't seem to select any of these. I can move up and down the list, but I cannot select them no matter what buttons I press. Any ideas?
