If you're going to read the article, you'll see that fastmem requires 64 bit. Dolphin on ARM on 4.0 was 32 bit only, so fastmem was forced disabled on arm in this days. However, I have no clue why we've written it back to the ini. Likely just a bad design...
By the way, we haven't released 5.0 on ARM because we think it was close to unuseable. Not (only) because of missing devices, also because of missing features on ARM. So why do you think 4.0 should do anything better?
