Sweetfx doesn't work with x64 versions of Dolphin, it only works with x86 (x32) versions and DirectX 9.

Some users report that either Dolphin hangs at some point or some effects don't work properly, I will need to test this and report back. If you manage to get it working properly I'm all ears, or in this case eyes.

Use Boulotaur2024's Sweetfx injector, works great, I've been using it for more then at least 3 months now.

I see you have an AMD GPU. You could also try RadeonPRO, it has build-in sweetFX:
http://www.radeonpro.info/2013/04/download-radeonpro-preview-1-1-1-0-13apr2013-with-improved-overdrive-and-sweetfx-1-4-support/

I highly recommend it & not just for sweetFX, it's really a must-have tool for all AMD users.
CPU: Intel 3570k with Corsair H60 watercooler @4.1ghz
GPU: Nvidia Asus GTX780 @1140/6600
PSU: Corsair 750W
RAM: Corsair 8gig DDR3-1600
MOBO: Asrock Z68m ITX
HDD: 500gb SSD EVO
CASE: Lian-Li PC-Q08 mini-ITX case
OS: Windows 7 x64

I use a fully configured emulator frontend (Maximus Arcade) to play every console & arcade game instantly

i got the same problem too, i used 3.5 version with DX9 before and haven't upgrade dolphin to latest version, and now latest version seems don't have DX9 anymore so i have to use DX11 instead
and i can't get SweetFX to work on DX11 too
