That thing won't run it in any acceptable way, it will prolly throttle itself to 0.9GhZ for the entirety of your Dolphin gameplay.
If you REALLY want a surface, get the version with the i7.
Don't buy the m3, you should get the i5 version at least. The i7 also has a double as fast GPU for playing in more than 1xIR. But still, lots of games will just overheat this device.
