Overheating on the Surface pro 3 is due to an issue hopefully solvable by the patch they`re promising but it can run Dolphin beautifully. I own a first gen. one and it only lags a little (93% speed on large spaces) with Twilight Princess. I did mess with some windows settings and modded the cooling system on my though.

I would keep the internal resolution low (1x-2x max) but I don't see why not.

How can I play dolphin with the surface pro 3 using the touchscreen? Can it be done? The android version has touch screen controllers?

We don't have touch controls, but there are third party touch controller applications that you can maybe use

The best I know of is GestureWorks, but you have to pay for it. Google around and see if you can find something else.

Dolphin works Great on the Pro 3 btw I own and tested it out with some lighter games (rune factory tides of destiny) 1.5x IR seems to be the sweet spot.

Only with light weight games... but hey that gives us mobile melee at least.

Is Mario Kart Wii in multiplayer with 4 players supposed to be lightweight? Because Surface Pro 3 handles it while my current system (in my signature) have hiccups here and there...

Surface pro 3 has higher clock speeds and is a haswell compared to your signature so outside of graphics quality it wouldn't suprised me that the surface runs it better.

The i7 surface pro 3 is a really strong machine the only thing that truly limits it is temperature throttling I was running ace Combat 5 on pcsx2 on mine with software rendering and had 50fps until Temps got to high then it dropped to 25.
