Support for 32-bit devices to make Dolphin run on Realme C30

I know that some cheap phones with A72/73/75 cores ship 32-bit Android.
Unlike Realme C30's SoC is powerful enough to play about 75% GC and 67% Wii games, the emulator says "App not installed".
People with that phone are able to play their favorite games from the mid-2000's only using the DamonPS2 emulator which is not good at all due to Chinese malware.

Nope, 32-bit support in Dolphin is gone won't be added back. Also, it really isn't our problem if the device manufacturer has chosen to ship a 32-bit OS on 64-bit capable hardware...
