Question 
Okay, This one's Strange. I get to after the main title sequence right? after skipping through it, I get to the place where it says to press start, if I wait there for a few seconds, the window becomes unresponsive. If I go past the start screen, Onto the main menu i only have less than a second until my Dolphin becomes unresponsive and I have to close it. So basically now I'm hindered to the title sequence due to some stupid bug. Can anyone explain what's going on here? Please? It's not like it's a random freeze, it keeps freezing in the same exact places EVERY TIME I can tell because it's always in the same place in the background music of the menu(Normally after the first four Trumpet notes, Occasionally after only three.) or, on the start screen the letters are in the same place every time(The Right edge of the T in Start is on the middle of the gray dot, If it matters.)

Sounds like a bad dump. Use the latest development revisions (4.0-19XX) from here: https://dolphin-emu.org/download/ Open up Dolphin, right-click Melee in Dolphin, and then go to Properties. From there, go the the Info tab, and hit the Compute to get the MD5 hash. Post it here.

Your hash is good, so don't worry about it. Post your Dolphin settings as screenshots (Graphics-> General, Enhancements, and Hacks tabs + Config -> General and Audio tabs). If you have DSound in your audio options, you should try switching (OpenAL or XAudio2).

Do you have any cheats enabled? I know for a fact Melee works fine, so, something is wrong on your end. I have the MD5 memorized and can already say that one is fine.

Not a bad dump. 1.2 NTSC. Google is an excellent way of seeing if you have a bad dump or not. If you get no results, likely bad.
Scrubbing or compressing with WBFS will change the MD5 but is usually (not always) safe for the game.

Try OpenGL, D3D? (stop the game, top toolbar, click Graphics button, on the top of the window, switch between OpenGL and Direct3D backend, restart the game).
Try JIT, JITIL? (stop the game, top toolbar, click Config button, there's a set of radio buttons, switch between JIT and JITIL).\
Update your drivers (especially graphics)?
