All right, I don't know if this has been asked before or if its a known thing other people are experiencing, I have tried using all of the codes individually and none seem to work at all. I have also run Dolphin in interpreter mode just because I know how unstable using the dynarec and dual core can be even though I tested if the codes would work using just interpreter and then trying just dual core and finally with only the dynarec and it still showed no signs of working at any point. The only thing that kept happening was that matches would freeze at 0.69 seconds before they start when the codes were on when I tried it all of the three times with all the codes.
I have enabled cheats in the configuration and have tried editing the .ini for melee with no such luck. I have a feeling that the codes not working because they are not implemented for the usa version just yet.

I was about to post this exact problem myself if I did not already find a post with this issue already. I have the exact same problem. I did, however, find a tiny workaround until we get the problem solved. You can activate the action replay codes while the game is running and the codes will work and so will the game, but it will run at 1 FPS for some crazy reason. There are a few codes you can take advantage of this with, such as the codes that unlock all characters and levels. I like to head to Trophies→Collection and activate one of those cheats, and then head back out of the collection. Just wait about 1 minute or so and it will finish saving the game and you will be able to get the unlocked items (special messages will appear next chance they get).

My other issue is that when I disable the cheats, the game crashes.

I just tried this again, and came up with... something disturbing... I find the cheats to work, and the emulator doesn't slow down at all. I am still getting crashes constantly, but not at the moment I activate the codes.

I have no clue what's going on, but if nobody knows what this is, I will post some of the messages that show up, along with the cheat I am using at the time.

Mm....Like when activing: "Unlock all characthers". Shows up:
"You have unlocked all the characters, lets play!". "You have unlocked all the levels!". ""All star mode is available! Lets practice".
OS: Microsoft Windows XP Professional x86
Processor type: Intel Atom, 1600 MHz (4 x 400)
Memory System: 1011 MB (DDR2 SDRAM)
Graphics Card: Mobile Intel® 945 Express Chipset Family (224 MB)

No, those do not show up until you restart the game or complete a level (which is when you would normally see those messages appear).

Mm....In my case. When I try a new build. I click on propertiers, tick: "Open all characters". Then I tick:"Enable cheats". I start the game then after the FMV movie and the "PRESS START" screen those message shows up, whitout restarting the game. :O

Hmm... now that I think about it, the 1 FPS issue went away when I found a more recent version of the emulator that is not located on the main site. But yes, what you are saying is perfectly understandable... without the FPS issue, doing this at the start menu is the best option.
