Are you using the Direct3D or OpenGL backend? Try switching them. AMD's OpenGL implementation isn't the best.

Also, are you able to install the latest drivers from AMD's website?

thank you so much Smile the game is running 50fps now. Alot more playable than before. I switched the Backend to Direct3D and Ended all my steam processes and the game worked fine

You're unfortunateluy running a fairly weak CPU. It might not get better than that without awful hacks.

you can try skipping CPU access to EFB, which is a speed up, but I have no idea what it will break for melee

Just posted this on another guy's question, applies here.
In the advanced part of settings, turn on CPU clock override and set it to around 40%. I think everything will run full speed, but you might need to enable a speedup hack for fountain of dreams.
