I used Dolphin 4.02 stable from this site and I clicked [Image: EQEvoKI.png] Then I loaded the iso and go to the screen below.

It is just stuck at that screen. I can't make a new game data or do anything at all.

JMC47 was asking if you configured the controller, but you didn't answer him. You have to set up your GCPad (click that button) and make sure you setup your input correctly. Also, make sure the GC controller is "plugged in" by clicking Config, going to the GC tab, and making sure Port 1 says "Standard Controller". With that, just press whatever key you assigned to represent the A Button and you should be able to get past that screen.

EDIT: And to answer your question, no you don't need a controller. A keyboard works just fine.

What´s the point of that? Your CPU is pretty underpowered to reach a speed like that, anyway...
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

There are no magic settings. Slow CPUs will run Dolphin slowly. There's no getting around that. 40FPS is pretty good speed considering your hardware.
