You have two options:
A. Start your current revision in Debug Mode (make a shortcut and add /d to the target line). Then activate Unlimited JIT Cache.
B. Download Orleans build (see http://forums.dolphin-emu.org/thread-2332.html), which now contains Unlimited JIT Cache by default in the Core-Options. You can also set it for Brawl only if you want via ISO-Properties.
