It's not required with the converted texture pack any more.

I think it also needs EFB to RAM or certain effects get broken.

I still have the packs but I can't reupload them for another day or two.

Edit: I have uploaded the DDS packs for now since they are much smaller than the PNG packs. I've exceeded my monthly bandwidth limit so my internet is throttled to 1/10th the normal speed, so even these took awhile to upload. When my internet speed is back I'll upload the other two.
