Super Mario Sunshine randomly won't boot

All other games are fine. Super Mario Sunshine is a coin toss as to whether it will boot or just stick on a black screen, running at 80% speed for some reason.

Cheats on / off, GPU sync on / off, Dual Core on / off - sometimes changing one or other of those will make it boot (once), but then it won't boot the next time, probably.

The only way I can guarantee one good boot is by rebooting my PC.

It's utterly bizarre and I have literally no clue where to begin troubleshooting this.

Go to Windows Settings > System > Power & Sleep > Additional Power Settings (on the right side) > Choose what the power buttons do (on the left side) and make sure that you have "Turn on fast startup" unchecked. Fast startup can do bad things by holding onto cached files during shutdown.

Other than that, try the latest dev build. And make sure you have the latest GPU drivers. And your system is up to date.
