when the game is supposed to go to the opening cinematic the screen goes black and doesn't respond to any controller input.

I get to see Nintendo and Dolby logo, and the sound effect from Nintendo logo is played properly.

With savestates, I am able to load game and the game runs as 60fps.

I am currently using this gecko code for Super Mario Sunshine EU version

Gecko codes are known for causing issues right now in Dolphin due to some changes in the code handler.

Also, games like SMS seem to be way too sensitive when modifying the frame rate and simply break. That said, you should try the region-specific patch.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 800/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

They are not known to cause this type of issue, only performance issues.

Okay, so apparently with enough waiting. the cutscene actually starts (around 30 sec or so).
However the opening cutscene plays REALLY slow. Like one frame per second, and the sound is equally matched to that speed. I am able to skip the cutscene, and after doing so the game runs more or less fine.

I am using EU version, and I can only find PAL and NTSC-U 60fps region specific gecko codes. I am still very new to this...

You need to enable 60 Hz mode for the code to work properly. When the game is booting, hold down B until a prompt appears. Then change the game to 60 Hz mode. Also, EU = PAL.

Now it works perfectly! Big thanks!
The sound only stutters a bit when I open Map/Guide but otherwise it looks fine

For some reason I thought PAL was the JP version Big Grin

Opening the map uses a lot of EFB Peeks I believe - it's demanding to do.
