Is your framerate constantly 60 FPS? (Or 50 FPS if you're using the PAL version in 50 Hz mode)

It would also help to be more specific about your computer specs.
Windows 11 Home x64
Intel Core i7-10700
Nvidia Rtx 2060 6GB
32.0 GB DDR4 RAM

Just because other games are working fine, doesn't mean Mario Galaxy is.  Mario Galaxy is one of the most demanding games & takes a powerful cpu.  What is the FPS at when you're playing it?

Intel ULV CPUs have a fairly low thermal threshold for throttling unless you have okay cooling, and most laptops don't if they're tossing in a ULV chip. I've seen a few systems that can cool ULV chips enough to keep them running happy without an issue (usually NUCs, and a Dell I have), but the vast majority don't. Combine that with the fact that SMG isn't an easy game to emulate, so you're getting screwed on two fronts here. It's no wonder performance is bad.

Sorry, there isn't much you can do here.

The only thing that might help is closing Dolphin, deleting dolphin.ini and gfx.ini from Documents/Dolphin Emulator/config/, and trying to play SMG with stock settings. Stock settings are going to be the fastest.
