Super Mario Galaxy 2 problems

I have big problems with the Super Mario Galaxy 2 game. I have:
1. Windows XP x64 Edition Professional SP2.
2. Latest DirectX 9.0c version.
3. AMD Athlon 5600+ X2 64 Dual Core.
4. 2 GB RAM DDR2 Samsung.
5. NVidia GeForce 9400 GT (Huh is it a cut of 9600 for poor people? Huh)
6. I am using OpenGL plugin, DSP HLE and emulated wiimote (so cool and comfortable!)
7. I use minimum settings (640x480, no filters, enabled vsync, enabled opencl, disabled fog, enable efb and efb copy texture safe)

But I have troubles with FPS (and VPS too)
I read the Dolphin Wiki and saw that:
r6985 Windows7 x64 Intel Pentium 4 Dual-Core E5300 2.6GHz ATI Radeon HD3650 256MB Perfect,15~60FPS

WHY I HAVE MORE STRONGER AND FASTER PC BUT HAVE ONLY 50% OF SPEED MAXIMALLY??? Angry Angry Angry Angry Angry Angry
