DDS sizes are "mostly" fixed. If the resolution and block compression format are the same, the result of the image file size should always be the same. There may be some factors that increase the size (such as built-in mipmaps) or other things that I'm not aware of that cause a slight variation. But in most cases, the file sizes are static. Whether you use Nvidia DDS Utilities, AMD Compressonator, Microsoft TexConv, or ImageMagick to create DDS files, the resulting file sizes do not change.
