I have been working on getting Project+ set up on the latest version of Dolphin when I encountered this problem. As a brief bit of background, this requires a virtual SD card file with all the mod data and a .elf launcher along with a Brawl ISO to launch the game. Project+ is an update to Project M and uses a different launcher.
I got everything set up and working, but if I try something in the wrong combination it usually gives an error about HLE audio ("This title might be incompatible with DSP HLE emulation. Try using LLE if this is homebrew."), then when you select Play from the launcher Dolphin will freeze. This can be caused by using the old PM launcher with P+, using an old virtual SD file with the P+ launcher, or even having cheats enabled (I don't know why, but they need to be disabled for P+ to work). This error is a bit of a red herring, as switching to LLE audio won't fix the underlying issue. The error will go away and Dolphin will go to the Wii menu instead of freezing, but the game doesn't load like it's supposed to. But that's not the issue I'm want to talk about.
The weird thing is that sometimes after putting things back in the right combination, the right launcher, the right SD card, and cheats disabled, it will continue to give the HLE error and freeze, even though everything is configured exactly as it was when it worked before.
The really weird thing is that this problem persists until I reboot. If I close and restart Dolphin it will still give the HLE error and freeze. If I copy the SD file and try to use the copy it will still freeze. If I use download and use another version of Dolphin it will still freeze! The only thing that I have found that fixes it other than restarting is copying the SD file to another folder.
I can't even begin to imagine what could be causing this problem. Is it a Dolphin bug? A Windows bug? I have no fucking clue.
This isn't a major problem, as long as I keep everything in the right configuration it won't cause any trouble (I don't need the old launcher and SD file anyways). But does anyone know or is able to guess what could be causing this?
