I mainly want to utilize Dolphin for GameCube games (already have a Wii, but it's the one WITHOUT GC controllers).

Currently I am using Dolphin 3.0 and have the following computer setup...

OS: Windows 7 64-bit Ultimate

Processor: Intel Core 2 Duo CPU E4400 @ 2.00GHz
RAM: 4.00 GB
Graphics: ATI Radeon HD 4600 Series
2815 MB Available Graphics Memory
1024 MB Dedicated
DirectX 10

Any advice would be much appreciated.

You should be able to play games, but not full speed. Just use the settings for best speed (Link: http://forums.dolphin-emu.org/showthread.php?tid=23618) and hope for the best.
Desktop:
OS: Windows 7 64 bit
CPU: Intel Core i5 3570K @ 4.4 GHz
GPU: EVGA NVIDIA GeForce GTX 550 Ti (Factory OC'ed)
RAM: 16 GB @ 1600 MHz
Dolphin Revision:3.0, 3.0-784, 3.5, latest 3.5

Get a better cpu. If you have a laptop get a better laptop.

Well he can still play all games, it would just be so slow as to be unbearable.

You're right. Most games will run of course. afterwards depends on which games and how playable he wants them

Well he could still get playable speeds on light games like NSMB and SSBM
