Emulation machine (dolphin being the most demanding emulator, so we can focus on it), constrained by some size requirements (tower width < 10 cm) which force itx mobo and atx power supply.

I'd like to run full speed as much games as possible.

Not really interested about internal resolution (1xIR may be fine as well).

This would be the starting point.
Any suggestions feedback welcome :-)

then why not just choose G3258 and overclock it . Dolphin is a dualcore emulator , multiple threads will not help
Also , a pico PSU 120W or a normal 200-300w psu should be a better choice , you won't buy a graphic card anyway

Because I prefer to avoid OC.
Apart of that, G3258 would be fine without gpu?
I chose i3-4330 because of the HD 4600..

You are perfectly right about the PSU.
Actually, I chose it because in the future, maybe, I would consider to add a gpu.
Alternatively, which model would you suggest around 120w?
So that I can have an idea of the money saved..

G3258 is fine as long as you keep using 2xIR or lower
PC game is out of the question . All I did is based on what you said :

Btw , G3258 can be oced on Intel stock cooler , no need for aftermarket cooler

As for PSU , you can get a used 350W Antec PSU which is around $23 . Even if you add a graphic card like EVGA GTX 750 , 350W is plenty

or alternative Delta 300W PSU $13 . You may not know Delta but Delta doesn't make standalone PSU , all of their PSU are made for Acer , IBM , Asus .....Basically , OEM manufacturer. I bought it for my APU machine

Why not get a low profile GPU? There are low end nvidia cards that come in low profile formats and you can play at 3x IR easily.

gt 640 low profile GDDR5 can handle 3x IR just fine , not only gt 640 but also many gpu can do that (amd 6670 , 7730 , 7750 is a bit overkill, gt 740 , r7 250 .....)
GTX 750 can handle 4xIR , GTX 750 IR is definitely overkill , i know since i own both of them. The @Op said he wouldn't mind 1xIR , why would he need to pay that much ?

Eh, if he's fine with native IR, then yeah, he doesn't need a dedicated GPU.

Ok, so..
I currently play MOST wii games on my system with only a few titles (that I've tested) just out of reach (for now...)

These are the specs.
Asrock ITX E/AC or something...
G3258 (stock, OC problems, mobo related)
R7250 sapphire 1gb gddr5
4gb of ram?
In a Antec ISK-300 150w.
I got an aftermarket 220W PSU BUT it seemed to run fine on the stock, I was just paranoid about it's lower rating.

The biggest downside to my choice of case is the fact you can ONLY fit a LP and SS GPU in it.
If that wasn't the case I would get a galaxy 750 or something which should handle any game easily. (providing I got my OC problem sorted, I haven’t had time to fix that.)

I'm also running Lubuntu.
