No. If lowering IR does not help FPS, it's either a screwed up setting, or your CPU is throttling.

So what do I use for monitoring my GPU then? I used GPU-Z and it said I was running max clock speeds when Dolphin was running.

Going to rollback to previous driver and see if it changes anything. Since I can't rollback manually, gonna have to download and install it.

That's a completely useless way to test for throttling. You need to actually measure your clock rates for both processors while the emulator is running by using a monitoring application.

It's not your GPU, I'm almost certain. Check your CPU temps/clocks instead.

Temps are(Subject to change rapidly): Min______ Max in Celcius. Load on all fluctuate between 60 and 80% and my frequency varies between 3300 and near 3500 MHz.

Core 0 51_58
Core 1 49_55
Core 2 46_54
Core 3 41_51

With Dolphin Running. Is this throttling?

Frequency bounced between 1500 and 34-3500 MHz repeatedly after I closed Dolphin.

Please roll back the driver and report back before you continue posting.

No your cpu is not throttling.
