Dolphin settings and revision? For reference which games have you played in Dolphin? Since it happens in PCSX2, however, it's not likely a Dolphin specific problem. Check your temperature during the slowdown.

Are there certain settings you want me to tell you? Or just all of them?
How do I check the revision?
These are the games I have for the emulator:
Def Jam VENDETTA
Donkey Kong Jungle Beat
Donkey Konga
Dragon Ball Z Sagas
Fire Emblem: Path of Radiance
Kirby Air Ride
Luigi's Mansion
Mario KartBig Grinouble Dash!!
Mario Party 4
Megaman X Collection
Naruto: Clash of Ninja
Naruto: Clash of Ninja 2
One Piece: Grand Adventure
One Piece: Grand Battle
One Piece: Pirate's Carnival
Paper Mario: Thousand Year Door
Pokemon Channel
Pokemon Colosseum
Pokemon XD: Gale of Darkness
Rave Master
Resident Evil 4 Game Disc 1
Resident Evil Game Disc 2
Shadow the Hedgehog
Sonic Adventure DX - Director's Cut-
Sonic Riders
Soul Calibur 2
Super Bubble Pop
Super Mario Strikers
Super Mario Sunshine
Tak and the Power of Juju
The Legend of Zelda: The Wind Waker
The Legend of Zelda: Twilight Princess

I have played most of these games at 60FPS, others I just have not started yet.

For settings, click the Config button and look at the General tab, then click on the Graphics button and look at the General, Enhancements, and Hacks tabs. Provide us these settings, preferably as screenshots.

Use a program like CoreTemp to monitor your CPU temperatures. Play for a bit then see what your temp is when getting the slowdown.

So the FPS dropped when I started my livestream but this has never happened before.
For PCSX2 the temperature for cores 0-4 range from 60-70C
Same with Dolphin
I use XSplit to livestream
