Stuttering issue with Mario Kart Wii

I've been having issues with Mario Kart Wii stuttering when I select characters, use an item, or start a race. I am running on Dolphin 5.0-16101.

I doubt that this is a specs-related issue since my PC is somewhat powerful.
Just in case, I have:
CPU: AMD Ryzen 5 3600 6-Core Processor
GPU: AMD Radeon RX 5700
RAM: G-Skill 8GB RAM x2

I have tried changing my shader compilation settings to Hybrid Ubershaders, and have set it to Compile Shaders Before Starting. I am running on default Enhancement and Advanced settings with no hacks. Has anybody else had a similar issue and/or knows what the problem could be?

Update: I have since set my shader compilation settings to Exclusive Ubershaders and that has mostly alleviated the issue, however I still get small stutters while playing some of the more visually intensive tracks, like Toad's Factory. I am wondering if there is a way to completely remove the stuttering entirely.

If you update to the latest dev build, do you still have the same issue?

I did not, however I did manage to fix the issue. My GPU was dusty and the stuttering issue was solved when I dusted it off.
