Stuttering/Frame Drop Issues

My pc has at least a Decent GPU and a Half-Decent CPU, so on most days when i use dolphin, it stays locked at 60fps at 5k Natively, but after i leave my pc on overnight, it suddenly is in the low-20's and mid-15's...What seems to be the issue?

Perhaps , your GPU was downclocked to save power
