Stutter when accessing Mem Card/Saving

So I am running the most recent (as of posting) version of Dolphin, 4.0-2924. I am running it as Administrator, and even with a High Priority (in task manager)

I can run games no problem but anytime I go to save, the moment it attempts to access memory card, and while writing to the card, it has a very strange stutter. My VPS drops to 5-7 and emulation speed to 10%. The process itself seems to run at normal speed, and I am not encountering any issues saving/loading.

This is new, at least to r2824, my previous version r1382 didn't have this issue.

EDIT: I notice this happens in Wind Waker, Gauntlet Dark Legacy, and Super Smash Bros Melee, doesnt appear to affect loading of XGRA Extreme Racing, only the saving.

Its not really a huge issue i suppose, but it is an issue nontheless, and a new bug that wasnt present before could be the underlying issue to another larger bug. Rather report it than let it go unnoticed.

It's a bug in Dolphin's EXI code when we added memcard timings. A lot of work needs to be done to fix it, a potential workaround for now would be to disable read timings, as that's what's causing the problem.
