Struggling to get 60fps with hd smooth graphics and clear sound

Hey guys,
First post

I've been doing a lot of tweaking and research for the last 2 days and man I've been scratching my head a lot.
The games I've been trying to play are Mario Galaxy 1,2, Sonic Colors and Xenoblade.
I've watched videos where people are getting a smooth 60/30fps depending on the game and smooth 1080p hd graphics with or without the HD texture mods.
I took a look at their specs and I think I have better specs than what they had but still mine doesn't look or perform as well so I'm trying to figure out what I'm doing wrong here.
For backend I've tried opengl, dx11/d12. for enhancements internal res i've tried native and 3x, sonic looks more smooth at native but blurry.
In config i've tried enabling and disabling dual core .
I'm watching these sonic videos where it looks super smooth and clean sound.
With all the games I've tried I'm getting static interference with the sound.
Can someone please advice if I'm missing something here?

1st, lower the Anti-Aliasing to 2x SSAA & the Anisotropic to 2x and see if that helps. If it does, then you can try slowly raising them to see when your performance starts to suffer. You might also try setting internal resolutions to 2x also for now. Also see if enabling dual-core has any benefit. The other graphic options, set to there default values

I'm with Envisaged0ne, I have a Core i7 4800mq + GTX870m 6GB (which is essentially a Desktop GTX660ti with 6GB) + 16GB Crucial and I'm running that game with the UHD texture mod and drawdistance increase at a solid 30FPS. Setting AA to 8x SSAA basically means you are rendering your game at 8x the set internal resolution (so basically 8x3 = 24x IR and downscale it to 1080p) With my setup I can run it with 5xIR and no AA which looks awesome on my Samsung UHD TV, I do run the Vulkan backend and turned on GPU texture decoding in the Hacks settings.

Sorry but I just saw this now
I finally figured out the blurry stuff by just reinstalling everything however I feel like I get stutters here and there even with no additional AA
I don't try the Vulkan part.
Anyways sorry for the late reply and thanks for your input

That would be shader compilation.

Download the latest development build

Graphics > Enhancements > Ubershaders > Hybrid

If it still stutters

Graphics > Backend > Direct3D 11

Graphics > Enhancements > Ubershaders > Hybrid

If it STILL stutters

Graphics > Backend > Direct3D 11

Graphics > Enhancements > Ubershaders > Exclusive (And turn off SSAA entirely. This is going to hammer your GPU)

So I enabled the dual core speedup again and that helped a lot.
However whenever I start a battle, the fps drops to 0fps for a sec then goes back to around 59-60
Is that normal?

What are your configuration settings.
I feel like I might have changed so many things and now I don't know what the defaults should be.
