Strange Performance and Possibly Modded Drivers?

If you're on a budget then it's best to save up the money and go for a "real" upgrade. If you build a low-end PC, you will get a low-end performance result and vice-versa. If you cheap out on yourself then it will only hurt your fps speed/performance.

1. CPU wise, an Intel 4670 or 4770 series will do you fine. If you plan to overclock then get the K model i.e, 4670K.
2. GPU wise, get a GTX 760 because that thing is basically faster than my GTX 580 3GB but cost about 3 times less than what I initially paid for my GTX 580.
3. Ram speed would be the last thing you need to be concern about but best to have a minimal of 4GB of RAM.
4. Power supply--A 600 watts with 80+ rating is recommended.
5. Motherboard--depends on what you want to do with your hardware. If you're going to overclock then you will need a OC'ing motherboard. If you're running at stock then any compatible motherboard would do.
6. CPU cooler/heat sink. If running stock, the stock intel cpu heat sink will do if you want to save money. You can youtube for a decent performing CPU heat sink.
