Strange Graphics Problem With Black And Bruised

can someone please tell me why black and bruised looks like the screenshot below? I have tried every combination of resolutions. And I have also tried stretched mode, force 4:3, and force 16:9, and nothing has helped. . BTW I am using the latest version of Dolphin, and I have tried both the OpenGL and Direct3D backends and neither one fixed the problem. Any help would be greatly appreciated as this is one of my favorite GC games. BTW I run a lot of GC games and this is the only game I have had this problem with.

Can't replicate it with the ntsc region of the game and dolphin 4.0 - 5815.
