With most modern PC games, the GPU determines how fast you can run a game with whatever graphical settings. With Dolphin, the GPU determines how high you can raise things like your Internal Resolution and Anti-aliasing without slowing down. If your GPU is sufficient for your given IR and AA, the rest of the performance is generally on your CPU. Many modern PC games don't require a lot of CPU power; Dolphin does, however.
Depending on which games you're playing (The Last Story for example) your CPU is inadequate since some titles in Dolphin need an overclocked CPU (usually from the last 3 hardware generations from Intel).
