Mine goes Dolphin>User>Config and then it has three Configuration settings which are Dolphin, Logger, and WiimoteNew.

Also I dont see either extension ini or txt

A quick way to get dolphin to create this file for you is to go into your controller setup, and just save a new wii configuration. This will create the the profiles>wiimote.
