When I was installing, yes. All attempts to install were on a blank 10k RPM HDD. After several attempts to install x64, I wound up with x86 on a 64-bit CPU, and that was over a year ago.

It's just an AOpen POS, so it's not like it's really made for gaming or anything. Once I get the PSU installed in my gaming PC, she's going back to HTPC duty. Just thought that with the 2.8 Ghz DuoCore I could run Dolphin and some games circa 2003. Runs DOOM III and Carmageddon: TDR 2000 without a hitch, so I figured it could pull Dolphin.

Come to think of it, I recently installed the new Wolf 3D (the first one) and it failed the D3D initialization, if that helps.

First of all, the "Intel X9550 Duo Core" doesn’t exist. Think you meant the "Intel Core 2 Quad Q9550".
The "Radeon GTX 9800" doesn't exist either. AMD holds the Radeon name, NVIDIA has the GTX name.
And both of those pieces of hardware are 10 years old.
Your RAM is old too, and you only have 2 GB. That may be the reason why you can't install the 64-bit version of Windows 10.
Even if you could install it, Dolphin would run terribly.
OS : Windows 11 Pro
CPU : i7-7700K (4.8 GHz)
GPU : GTX 1080 Ti FTW3 HYBRID (2 GHz)
RAM : G.Skill Trident Z RGB 16 GB DDR4 3000 MHz C14
Dolphin : latest dev

Not going to argue; my familiarity with this machine is...not great. Interesting that despite having a 64-bit processor, the rest of the hardware might not keep up with a 64-bit OS. Win 10 requires 2 GB RAM minimum, which this PC is capable of, but regardless, I'm OK taking your word for it. If it's questionable whether or not it can even run Dolphin, it's not going to be an enjoyable experience. I'll just hang and check it out on my gamer when my new PSU gets here. Thanks anyway!

I've gotten Windows 10 on an Intel Q6600. It's not great, but doable, so there shouldn't be a hardware problem unless its the BIOS.

But either way, the CPU and GPU combo is really slow so only the most lightweight of games will be fullspeed
