Specs:
OS: Windows 8.1 x64
CPU: Intel i7 4790 3.6 GHz (4.0 Turbo)
GPU: AMD Radeon HD 7970 GHz Edition
RAM: ADATA 8GB 1600
Dolphin Revision: 4.0-2191

I'm pretty much positive this is a shader cache issue of some sort, provided that when I play with the same characters on the same map, the hiccups are not present. They don't persist between launches of the emulator, so over time I could just populate the shader cache with all the required assets. I'm just wondering if this is a normal occurrence for everyone else, or if it's a hardware issue. I've heard things such as "GPU Latency" and was wondering if this could be the circumstance.

The Shader Cache thing is a global issue. There's not much that can be done about it without rethinking how the shader cache works. It's definitely being considered, but may not begin work until after the next release because it's such a big change.
