SSBB Random Slowdowns

Just what the title says I'm playing fine the suddenly a slowdown happens even when things are calm. I've played with 4 players and when things get crazy nothing happens (Unless it decides to slowdown there) nothing happens it runs normally! even in the menu it'll slow down randomly. I use 7114R with these settings:

Direct3d9 1280x720 resolution
x16 anisotropic filtering
2x Native
Force texture filtering on
Per pixel lighting
Ignore Format Changes on
EFB to Virtual
OpenMP texture decoder
Frame Limit Off
Enable audio throttle off

My laptop Specs:
Intel Core i7 2630 2.0 GHz turbo boost to 2.9( Though dolphin only goes to 2.6)
Nvidia Geforece GT 540M 1GB DDR3 VRAM
8GB RAm
Windows 7 64 bit

I experienced it too with a desktop computer. Using 3.0-179 with 3 player. Everything runs fine, then suddenly FPS drops down to 30. When Dolphin "thinks" it's enough, game runs at 50 (PAL) again. Nothing special is on the screen. It happens completely random.
