The Force Texture Filtering was the checkbox I meant about the always filtering
The Half Pixel Offset is nowadays called "Vertex Rounding" so you could try and use that one.
Further you could try and play with the texture cache, and keep in mind that using any and all enhancements CAN break the visuals (so using higher than native IR and so on so make sure to set up the most close to native Wii/GC settings)
And how is the game looking when you play it on the original hardware when you use it at the same screen (if possible) because it can be that the game just looks like this on the real system as well.
I am always using the latest DEV version of the game to make sure that none of the issue's I talk about are already fixed in a newer build.
