speed up cut scenes?

i'm new to this emulator.. i've never had an issue with ps2 emulator playing any games at all speed wise so i'm pretty sure it's not my hardware.. so far my gamecube games run full speed in game , except cut scenes/videos , the fps will dip down to 45 fps and the audio will get all jumbled .. how can i fix this? are there certain settings that will improve this issue?
