For some odd reason I can’t run these 2 games at full speed. I can run xenoblade chronicles at full speed and a few GameCube games at full speed but why not these 2? Any thoughts?

Well, you're running on a laptop, so lets check a few things:
-Are you running with your power adapter plugged in? If not, go the the Nvidia GeForce Experience, and turn off battery boost.
-Do you have Windows Power Option set to High performance?
-Do you have a profile for Dolphin in the Nvidia Control Panel to prefer maximum performance?
-Is your Windows totally up to date?
-Have you tested at 1x IR/AA/AF to eliminate GPU bottleneck?

I can answer yes to all of that I get 50% speed on start up screen

Do you have V-sync turned on in either Dolphin or the Nvidia control panel?

I was asking to see if turning Vsync on/off fixes the issue. Cause sometimes if the game doesn't hit all the frames for 60 fps, Vsync will force it to 30 fps, slowing down Dolphin.

Just to clarify, the FPS and VPS are slowing down, and it says 50% speed, right?

Don't really know what else to say beyond it sounds like a battery boost or V-sync issue.
Did you double check to make sure that V-sync is not turned on in the global profile of the Nvidia Control Panel, the Dolphin profile in the Nvidia Control Panel, and in Dolphin?

Yeah if the speed is at exactly half, this generally indicates double buffering vsync is being forced on somewhere in the stack or your refresh rate is set to 30hz for some reason
