Speed is between 50% and 80%

alright, im running dolphin on a crappy computer (1.4ghz core 2 duo) i understand
BUT i wanna play brawl haha

the fps is about 40-50 but my speed is about 50-80%
is there any way i can lock my fps to 25 or 30 (i dont mind these fps) and bring my speed up to 100%?
i was able to lock my fps to 25, but it also locked by speed to 41%...
ive done many enhancement things such as disabling fog and stuff but this is as fast as i can run it
