I have an Ubuntu 10.04 / XP setup.
2 Dual core xeon 2.8 Ghz cpus for a total of 4 cores ( I know only 2 are used)
Nvidia 9400 GT gpu
4 Gb or ram

Whether I am trying to run a wad, gc or wii file it is way too slow. It is like this under either OS with everything optimised for speed. I have read of and seen video of others running fine with lower specs. What's going on?

Which specific model of xeon processor?
What games are you trying to run?
What settings are you using?
What revision are you using?

Your specs don't seem that great from what I can see so far, but without the cpu model number I can't really say for sure.

Something definitely wrong here, because some of WiiWare games are fast even on absolute minimum specs, like Gradius Rebirth and Contra ReBirth running at more than 100% even on single core A64 with exception of one level in Contra with lots of crawling enemies on screen where speed drops to 50%.

Ok so I came to find out that each of my xeon processors are single core nacona series. I thought they were dual core but that was because hyperthreading was enabled but now disabled.
I have the adventure island wad, smash bros gc and sonic racing wii on here that I have tried.
I have looked at many sites and watched some tube videos to get the settings tweaked for speed.
Here are the versions I have on here first for ubuntu and next for xp - r7688 / 3.0-235

Is 2 single core xeon 2.8ghz not powerful enough to run full speed?
Here are some specs from cpu-g (linux version of cpu-z)
cores 2, speed 2800.348 MHz, family 15, model 4, stepping 1

Dolphin uses 1 CPU and 1 GPU
I found that your CPU was really old (2004 or sth) . I believe it's Pentium 4
You'll need a whole new PC

Yes I believe it is a 2004 cpu, but high end server cpu that is running in a dell poweredge sc 1425. Dolphin is capable of using 2 threads and therefore does use both cpu's. When I had 4 threads running dolphin only utilised 2 of them but that is now changed in the bios. I can't seem to find any good system requirements anywhere, it just says a fast sse2 cpu. I could upgrade both 2.8zhz cpu's up to 3.8ghz but don't know.

That CPU and motherboard were too old ... You can't upgrade it

My old Pentium D 930 3.0ghz ( = 2xPentium 4 3.0Ghz)+ Asus 9800GT run most game really slow
Imo Pentium D 3.0ghz (65nm) = Dual core 2.2ghz (45nm)

Note that Pentium D(65nm) is far better than Xeon Nocona (90nm)

Your dual xeon system is functionally the equivalent of having two pentium IV presscots (netburst architecture). And we all remember how painfully bad the IPC in netburst was. You need a modern cpu, simple as that. Dual pentium IVs = a pentium D as far as performance is concerned. And I guarantee you even a 1.6GHz core 2 duo can beat a 2.8GHz pentium D.
