In Wind Waker, some BGM tracks stop at times when they shouldn't. Also the BGM and sound effects in some cut scenes are way out of sync. For the speed issues it tends to slow down a lot in big areas.

System specs:
Windows 7 Home Premium 64-bit
Pentium Dual-core E5500 2.80GHz
Nvidia GeForce GTS250
4 GIG DDR3 RAM(yes DDR3)

Small cache = slowdowns in some games

Because you're using HLE for audio emulation, not LLE.

I'm almost 101% sure he don't have the neccesary files for LLE.

Starwind for dumping your own LLE read this:

How do i use that dol file? When I run a program that can open dol files from HBC it doesn't show up even though I renamed it to boot.dol.

Well to be honest I haven't done this myself since I don't use LLE.
According to the description you have done right so far:

"You can run this file by renaming it to "boot.dol" and using bannerbomb, by using wiiload, or another method of your choice."

Try searching Google for "Bannerbomb", "WiiLoad" etc.
The information you seek may just be a few clicks away.
