But if those games can work with D3D11 as well, then there isn't much of a reason to work on it.

Some games don't work at all no matter the settings. This is the bigger priority right now (AFAICT).
Desktop:
OS: Windows 7 64 bit
CPU: Intel Core i5 3570K @ 4.4 GHz
GPU: EVGA NVIDIA GeForce GTX 550 Ti (Factory OC'ed)
RAM: 16 GB @ 1600 MHz

No point of D3D11 if you only get 35% speed. No game can be enjoyed unless the speed is bare minimum 80. Why even bother with D3D11?

This emulator is primarily focused on compatibility. Speed is not an issue, and shouldn't be taken into account. If your computer can't run it, don't blame the emulator. It's doing its job. You'll just have to wait until computers can do it. Sorry.

This is the only game I have played thats incompatible with D3D9. The computers power isnt the problem. Its obviously a slow video back end thats the problem. We have a more efficient back end than D3D11. Very few games run at full speed on D3D11. Thats not a problem on the hardware level D3D9 is much faster, it just needs to be made compatible with all games. That is done within the emulator, not the computers hardware. D3D11 should be scrapped altogether, and all games should be made compatible with D3D9 because its the fastest.

There are some things which can't be emulated properly with D3D9 at all. Your issue might very well be one of them, you'll have to live with D3D11 or give up on it.

I can't stress this often enough, but as a dev I couldn't care less about performance since PC GPU APIs get in my way often enough to make it hard to get things working at all. D3D11 is less of an issue than D3D9 here.

I tried this game on Dolphin 3.5 on Mac yesterday - and see the same issues with the Sonic cars, etc, which seems like skeleton. I later found that 1) they looks fine in window, 2) they work fine when internal resolution is set to 1x, and multiple.

For me this game currently runs best with EFB->RAM and hashless branch from one of the last posts here:
