You generally won't find any exact minimum CPU/GPU requirements for each games because the requirements for each game sometimes change depending on the Dolphin revision. The best you can do is look at the hardware of other people running this game and try to estimate your level of performance.

Fwiw, we have a Legend of Zelda WW CPU Benchmark: https://forums.dolphin-emu.org/Thread-the-legend-of-zelda-the-wind-waker-cpu-benchmark You can use this to see how well your CPU will perform relative to others in Dolphin (you should get the results from your own CPU by trying the benchmark first. If you see someone else running Sonic Riders game a similar CPU and they report that Dolphin runs it well, you can probably be sure it'll run well for you too. However, if someone with a CPU that performs better in the WW benchmark reports that Sonic Riders doesn't run well, you can assume it won't run well for you either.

So where are people reporting how games run for them and what hardware they have? That would be the wiki (it sounds like you're familiar with it already). Check out Sonic Riders here: https://wiki.dolphin-emu.org/index.php?title=Sonic_Riders Check out the Testing Entries. Admittedly, they're all old entries. Try running this game in 3.5 or the latest Dolphin revision and see how it plays for you. Turn your Internal Resolution to 1x and AA to none; if you still get slowdowns doing this, your have a CPU bottleneck, in which case you should try overclocking, use an older revision (3.5 minimum is recommended), or wait for new hardware. This game shouldn't be that demanding, so any slowdowns shouldn't be severe.

I actually played this game on Dolphin for a while. Using my Core i5 760 @ 3.2GHz + D3D9, I got full speed in the game without any problems. There may have been some minor slowdowns here and there, but nothing I could notice.

Can't tell you much more than that; You won't find many people who've played the game!
