I described this graphical problem in Issue 267. It seems that it occurs all the time in DX9, and only in certain conditions in OpenGL and DX11:

- If EFB scaling is set to Integral/Fractional, make sure the renderer window is at (or smaller than) the native resolution.
- Or, just set EFB scaling to 1x or another value lower than that.
My computer specs:
OS: Windows 7 Ultimate x86
CPU: Intel Core 2 Duo E6750 @2.66Ghz - 2GB of DDR2 RAM (400Mhz)
GPU: NVIDIA GeForce 8800 GTS 512
