Uhh? Did you overclock the CPU of Dolphin itself rather than overclocking your physical CPU?
Settings:
General Config -> Advanced -> Activate CPU Clock Override
Set the value at something like 200% for example. Experiment how much you need.
You might definitely want to leave it higher than 100% if you are straining the game more through an increased FPS. The higher the better of course, but make sure your physical CPU can handle it as well. There is no need to max it out if the game doesn't need it. That would only unnecessarily strain your own physical CPU if Dolphin already puts more than enough CPU power into the game itself.
You will need a development build beyond Dolphin 5.0 for Emulated CPU Clock Override support.
Basically it makes the GameCube / Wii have a stronger CPU than it originally has, so that it can be used to these kind of increased FPS enhancements. The original CPU power of the GameCube / Wii simply isn't strong enough, hence the overclocking within Dolphin itself.
Make sure your physical CPU is capable of running your games at an increased Emulated CPU Clock Override (Dolphin). If it isn't powerful enough... Well, nothing you can do, except upgrading your physical CPU.
Other than that, you might want to look at a few of your emulator settings. Be careful with Ubershaders. Try different backends such as Vulkan. Trying enabling Store EFB Copies To Texture Only if it isn't causing any issues. Try and see if enabling GPU Texture Decoding and Backend Multi-Threading increases your performances. You might want to use the Dual Core option. And you should probably use HLE audio. Ensure that you can manage your Internal Resolution as well. You might want to leave settings such as Anti-Aliasing disabled. Fiddling with these kind of settings might increase your performance if you physical CPU is having issues keeping up at an increased 60 FPS.
