I looked back at the old thread, but i'm not sure if all my settings are right, or where to find the vortex streamer.

Here's the scrnshot of the current settings:

I'm trying to get rid of the stuttering, choppy audio that prevents the game from running quickly when it plays.

Go here: https://dolphin-emu.org/download/ and get the latest dev build. It's way faster and more stable then 4.0.2 (the latest is 4.0-5762)

Alright, it crashes when I stop the game, but I can see a slight improvement in sound and how it looks.

The sound is sitll pretty slow and has a deep tone to it.
So it's less choppy and more of the reverse of nightcore.

Should I post up the settings again?

You're running into a CPU bottleneck. Is your laptop plugged in and running in high performance windows mode?

Aside from my adapter having a short so it only powers the laptop and not charging it, I'm not sure.

I can restart my laptop and see if that works.
Letting all open programs close.

I don't know. The game seems pretty slow, I can barely get past selecting options.
