The "charge pack" (Play And Charge) cable does not transfer data. It is only a charger via USB. Windows "detects" the charger, not the controller.
To use a wireless 360 controller on a PC, you must use an "Xbox 360™ Wireless Gaming Receiver for Windows®". I personally own 2 of these, they're awesome for things like Dolphin and XBMC.
