Not likely, 4 betas being pushed already, all shipped with r12p1. Even if they do update driver on 7.1 there's no guarantee that it'll come with shader bug fix. No one debugged dolphin hence not reported this specific bug to ARM in a proper way.

I'm on 5.0-1511 I don't have problems with menus (Exynos variant) you could try deleting /dolphin-emu folder and clean install. As for how dolphin is broken on Mali,
1. Shaders are broken on GL ES: http://bit.ly/2hh5tUy
2. It does not renderer anything on Vulkan backend > vkAcquireNextImageKHR and CommandBuffer failed

Yeah, unfortunately deleting the folder and doing a clean install hasn't worked. My INI files are completely blank so I think something just isn't being initialized. I have an S7 with Snapdragon. I guess I wouldn't know shaders didn't work and Vulkan didn't work because I can't select them xD

Do you think you could drop your INI files to me? I have a suspicion that it may work.
